There are a number of kids who never do homework. I have the following advice for parents. It really doesn't matter WHEN they kids do their homework. If you don"t get home until 8 pm or a little late later, that should be homework time. Most kids avoid homework by saying they have no homework. This is an easy fix. Simply set aside 45 minutes per day and make it academic or quiet time. When kids say they have no homework, simply have them read for the hour or 45 minutes. Once kids figure out that thy will be there regardless, they start getting their homework done. They start to figure out that they might as well get something done if they are going to be sitting there anyway.

The kitchen table works just fine. If your not home then grandma, grandpa, big brother or sister can enforce the rule. The key is consistency. The kids need to know they will have this time every weekday.
